Through the development of “la facultad” we can defy coloniality and forge a more open structure of social relations. The US-Mexico Border is uniquely important We do not deny our own social location or privilege. Mestiza is not an ethnicity but a state of mind, and no other state of mind provides a better theoretical lens through which to view the border.

Current housing projects fail due to fuel poverty This technocracy and control constitutes a structural despotism that destroys value to life. Our scholarship ought focus on restoring balance between tools and individuals. The impacts of industrialized energy affects everyone, but it places a disproportionate burden on the poor, women, and children. Many families along the US-Mexico border die every year die from carbon monoxide leaking from their heaters and due to homes poor construction Passive solar is feasible in Mexico and requires no fossil fuels Passive solar is essential to justice and survival Passive solar creates a mindset shift that is key to decrease our energy use BECC is the key actor for environmental justice—bilateral cooperation is key to prevent a “race to the bottom” that evades environmental standards. While the BECC is key, new initiatives such as the plan are needed to strengthen it. The BECC is an effective actor, but needs more programs focusing on energy efficiency like the plan The USFG should fund construction of passive solar homes through the BECC on the US-México border.
