That rich island, the key to the Gulf of Mexico, and the field for our most extended trade in the Western Hemisphere is, though in the hands of Spain, a part of the American commercial system … if ever ceasing to be Spanish, Cuba must necessarily become American, and not fall under any other European domination…”1 This attitude underwrote a long history of U.S. economic imperialism toward Cuba. The U.S. has consistently dominated the Cuban economy since the late 19th century. In fact, in “1894 nearly 90 percent of Cuba's exports went to the United States.”2 This carried over into the U.S. occupation of Cuba from 1906 to 1909,3 through a series of other interventions and into the Batista regime—in which U.S. companies and crime syndicates held the majority of Cuba’s economy and exploited its people4—and eventually into the present-day economic blockade. But these interventions were not without consequence: “slavery lingered, and was exacerbated by … U.S. hegemony” and, further, “interactions with … white, prejudiced visitors from the U.S. contributed to social and economic divisions along racial lines. Afro-Cubans endured segregated facilities, discrimination under … eugenics, and blatant racism at the hands of groups …” like the Cuban KKK.5 In this way, anti-Blackness permeated Cuba’s social fabric. And both the U.S. and Cuba wove colorblind narratives to obviate this. For his part, Fidel Castro “declared … the Revolution had ended racism,”6 a narrative with which mirrored U.S. ideologues who “don’t see race” precisely. This is how Whiteness makes itself invisible—nothing more than background noise. It constructs a fantasy of something that has resolved racism, and then continues to privilege White people. For example, while White Cubans currently reap benefits from “political connections,”7 “segregated social clubs,”8 higher employment and income rates, and remittances from expat family members9, Afro-Cubans “face disadvantages because they lack … capital”10 and are “concentrated in overcrowded and dilapidated housing areas.”11
It is not a coincidence that antiblackness developed in Cuba. The Middle Passage denied ontological distinction to Africans by reducing them to chattel, conceivable only as flesh in a neoliberal marketplace.
