====The Story of Colors, a children’s book discussing themes of equality and toleration, won a NEA grant to help a small Texas press publish it in the US. The book spoke of a Chiapas folk tale of new age Gods who lived in a black and white world. When they got bored of everything being the same, they invented color and spread it everywhere, and stored it in a Macaw so they would never forget those colors. The book was written by Subcommandante Marcos of the Zapatistas, but it contained no references to his ideology and he forfeited his ability to receive money from it. This did not stop Ivey, the director of the NEA, from cancelling the grant days before the check was to be sent when he found this out. Ivey didn’t not like the book, he disagreed with Marcos’ politics, exposing an undemocratic process in the federal agency.====

Freedom of speech is not passive – the ability to economically support unheard voices and bring them into public discourse places an imperative on the US government to protect the expressive space of others. The NEA controversy follows a precedent of crowding out dissent and homogenization of voices.

Neoliberalism systematically distributes wealth unequally, exacerbates poverty, incentives war to exploit immigrants, causes nationalized crime, and corrupts democracy. It justifies its existence by outsourcing oppression and painting resistance as aggressive violence.
